Abstract
In this thesis the objects of study is, the European Union’s security of energy supply, Russia and the negotiations that took place between the two over the European Energy Charter Treaty.
I start the study from mid 1980’s when the Internal Energy Market began to shape, and the development of Green Paper of 1988 with the same title. It goes from there up until today. There have been several attempts to try to ensure a more stable and secure the supply of energy to EU. I have chosen to focus only on Gas Policy, although there have been progress in the electricity market as well.
In order to try to explain the negotiation process between the EU and Russia, I fell on the choice of ‘Two-Level Games’ by Robert D. Putnam.
I denne masteroppgaven, hovedtemaet har vært EU energi sikkerhet, Russland and forhandlingene som fant sted mellom disse to over Europeiske Energi Charter avtalen.
I starter studien fra midten 1980 tallet, når det Indre Energi Marked begynte å ta form, og utviklingen av grønn papiret av 1988 med samme tittel. Det går derfra og opp til i dag. Det har vært flere forsøk på å sikre tilgangen av energi til Europa.
Jeg har valgt å fokusere på gas markedet, selv om det har vært store utviklinger i elektrisitetsmarkedet også.
I forsøk på å forklare forhandlingene som har funnet sted mellom EU og Russland, falt jeg på valget av ’To-Nivå spill av Robert D. Putnam.
