Abstract
Oppgaven er en analyse av omdømmebyggende kommunikasjon i kommunalt barnevern. Med empirisk grunnlag i dybdeintervjuer av ni kommunale barnevernsledere, pekes det på holdninger og tilnærminger i barnevernets eksterne kommunikasjonsarbeid. Basert på teori om blant annet omdømme, opinionsdanning og dagsordensfunksjon, ser vi at barnevernet står i en særstilling hva angår medienes betydning for omdømmet. Funnene antyder at initiativtaking overfor medier ikke er i tråd med betydningen medier har for barnevernet. Styrking av barnevernets omdømme krever enten stor grad av medieomtale som bringer positive assosiasjoner, eller utpreget direkte kontakt mellom barnevern og befolkning. Barnevernstjenester som prioriterer dette, kan bidra til å bryte taushetsspiralen som kan hindre folk i å dele med andre de positive erfaringer de har med instansen. Informantuttalelser viser at kommunene som er mer aktive overfor media, også satser mer på direkte kontakt. Vi ser i tillegg at kommuner som prioriterer proaktiv kommunikasjon også er de som tilsynelatende har større arbeidspress når det kommer til annet barnevernsarbeid. Dette kan bygge opp under uttalelser om at det ikke er tidspress, men nedvurdering av kommunikasjonens betydning som er årsak til manglende proaktivt arbeid med eksternkommunikasjon.
This thesis is an analysis regarding the reputation building communication of Norwegian municipal child welfare. With empirical basis in interviews with nine managers in municipal child welfare, attention is drawn towards attitudes and approaches regarding external communication. We learn that the child welfare stands in a special position concerning the power of the media when it comes to reputation. This learning is based on theory concerning reputation, public opinion, and agenda setting. Initiatives towards the media do not seem to be in line with the media’s significance for the child welfare. Strengthening the reputation of the institution requires either high degree of media coverage bringing positive associations, or extensive direct contact between child welfare and population. Apparatuses that prioritize this can contribute to break the spiral of silence that may prevent people from sharing with others the positive experiences they have with child welfare. Informants’ statements suggest that municipalities that are more active towards the media also focus more on direct contact with the population. Furthermore, we see that municipalities that prioritize proactive communication seemingly have a greater workload also when it comes to other child welfare tasks. This may support informant statements regarding the causes for lack of initiative: The cause is not time pressure, but degradation of the importance of proactive communication.
